What happens to governance when institutions come under pressure?
Governance rarely fails in a single moment. It weakens gradually as urgency overrides process, difficult information is softened, responsibilities become blurred, and temporary exceptions become normal practice.
The Governance Under Pressure Observatory™ brings experienced practitioners together to examine how these shifts happen—and how leaders, boards, risk professionals, and assurance functions can recognize them earlier.
Governance under pressure does not simply break. It drifts. The Observatory studies that drift.
What the Observatory Examines
The Observatory is a practitioner-led initiative examining how governance systems behave when institutions face pressure, uncertainty, constrained resources, leadership transitions, competing loyalties, and difficult tradeoffs.

The purpose is not to judge individual decisions with hindsight. It is to understand the conditions under which reasonable people, working inside apparently functional systems, begin to normalize risk and lose visibility into what is changing.
How the Observatory Works
Step 1 — Scenario
Each cycle begins with a short, realistic scenario involving an institution operating under pressure.
Step 2 — Analysis
The scenario is examined for changes in judgment, information, accountability, oversight, and organizational behavior.
Step 3 — Practitioner Roundtable
A small, multidisciplinary group of invited practitioners tests the analysis against professional experience.
Step 4 — Practical Insight
The discussion informs anonymized insights, diagnostic questions, frameworks, and tools for institutional leaders.
The discussions are structured, confidential, and focused on practical learning rather than abstract theory.
Looking Beneath the Visible Controls
The Observatory examines what changed before a governance problem became visible.
What changed inside the institution?
Which early signals were visible?
Which signals were softened, delayed, or ignored?
What pressures shaped the decisions being made?
When did an exception begin to become normal?
What could leadership, the board, or assurance functions have seen sooner?
What practical intervention might have interrupted the drift?
A Different Way to Study Governance Failure

The Observatory draws on people who have worked inside complex institutions and understand how governance operates beyond policies and organizational charts.
SCENARIO-BASED
The work begins with situations practitioners recognize: constrained resources, leadership transitions, blurred accountability, difficult tradeoffs, and decisions made with incomplete information.
HUMAN-CENTERED
The Observatory examines not only whether controls exist, but how pressure, incentives, relationships, identity, fear, loyalty, and judgment affect whether those controls continue to work.
CONFIDENTIAL BY DESIGN
Participants may draw on professional experience, but organizations and individuals are not identified. Public insights are synthesized and anonymized.
FOCUSED ON EARLY DETECTION
The central question is not simply, “Why did the institution fail?” It is, “What became observable before the failure—and why was it not acted upon?”

The 2026–27 Founding Cohort
The inaugural Observatory cohort brings together practitioners with experience across governance, executive leadership, internal audit, risk, law, finance, international development, technology, academia, healthcare, and organizational strategy.
Over a 12-month period, the cohort will examine a series of governance-under-pressure scenarios. Insights from the discussions will inform practical frameworks, diagnostic questions, articles, and tools developed by Ngong Governance Advisory.
Participation in the practitioner roundtables is by invitation. This preserves the trust, candor, and continuity required for substantive discussion.
THE HUMAN DIMENSION OF GOVERNANCE
An Audit of Human Nature Initiative
The Observatory is informed by the Audit of Human Nature framework, which examines how human behavior interacts with governance systems.
Formal controls matter, but they do not operate independently of the people responsible for interpreting, applying, overriding, and monitoring them. The Observatory therefore looks beneath visible controls to examine the human conditions that determine whether governance remains effective under pressure.
